POLICIES AND PROCEDURES WELCOME I would like to take this opportunity to welcome you to what will prove to be another exciting season for both the tour and the players. As we enter into our fourth winter season we continue to move forward in achieving our goals of providing the players with quality, well organized golf tournaments. Our high standards for excellence reflects our commitment to helping each of you prepare for the challenges which lay ahead as you move closer to reaching your goals in professional golf. In 2005-2006 the National Golf Association will also take on a new challenge. This winter season we will be entering a new arena in professional golf by expanding our operations to include a Ladies Series. For over fifteen years the National Golf Association has been committed to helping men achieve their goals in reaching the PGA Tour and we will honor that same commitment in helping the ladies achieve their dreams of playing on the LPGA Tour. FEES: Membership Fee: $700.00 Tournament Entry: Members $700.00 Non-members $800.00 REGISTRATION: Tournament registration must be submitted through the tour office. Tour staff will not accept any tournament entries on site. Registration closes at 5:00 pm (EST) the Friday before tournament week. Members must register for each event in a series prior to the deadlines dates for the individual series. Members have priority registration on a first come first served basis until the deadline date. Once the deadline date has passed nonmembers will be taken from an alternate list to fill the fields. WITHDRAWAL POLICY: Players have until 5:00pm the Friday before tournament week to withdraw from an event. Players will be given a refund of their entry fee minus a $25.00 administrative fee. Players who withdraw after 5:00pm the Friday before tournament week will forfeit their entry fee. Exception: Players withdrawing due to medical reasons will be given a refund provided they submit a note of physician certification stating their illness or injury. Physician certification must be in the tour office 24 hrs of withdrawing. Otherwise, the player forfeits their entry fee. PAIRINGS: Pairings will be completed and emailed out to the players the Friday before tournament week. These pairings are UNOFFICIAL and players should confirm their starting time 24 hrs prior to the start of round 1. Pairings for the first 3 events will be done on a random basis. Thereafter, pairings will be done based on money earnings and past tournament performance. Pairings list will be available at the host course proshop, host hotel if applicable, the tours’ website www.ngahooterstour.com, and email. If you are not on the players email list please contact the tour office. PRIZE PURSE DISTRIBUTION: The low 33% and ties will make the cut of each tournament. Each player making the cut will receive a check. Positions created by ties will be paid $300.00 each by deducting an equal amount of money from 11th position and down. Checks will be mailed from the tour office within 48hrs after completion of the event. All players must have the proper tax documentation on file in the office prior to being issued a check. Players have the option of having their check mailed or picking it up at the next event. Player mailing list will be located in the scoring area. Soft spiked golf shoes mandatory. CART POLICY: All players will utilize a golf cart, NO WALKING! Only 2 carts per pairing permitted. NO EXCEPTIONS! CADDIES AND SPECTATORS: Caddies must adhere to the same policies as the players with exception to the dress code policy. Caddies will be permitted to wear shorts. Caddies will not be permitted to wear spiked or open toed footwear. Caddies and Spectators will not be permitted to utilize their own golf carts. Caddies may only ride if there is space available. FINES: Fines will be issued for breaches of the tours’ Pace of Play policy and for conduct unbecoming a golf professional. All fines will be paid to the American Diabetes Association and are due prior to the player competing in their next event. PACE OF PLAY POLICY: Rule 6-7 states in part, “The players shall play without undue delay and in accordance with any pace of play guideline which may be laid down by the committee. Between completion of a hole and playing from the next teeing ground, the player shall not delay play. Officials are not required to warn groups when they are being timed. Pace of Play will be monitored on a hole by hole time par worksheet. Players are expected to play their shot within 40 seconds. The first player to play in a group will be allotted an additional 10 seconds 1. Timing of Groups: Once a group falls out of position and is exceeding time par the group will be put on the clock until they either get back into to position or they are back on time par. Timing will begin when a player has been allowed a reasonable amount of time to reach their ball and it is their turn to play. Time spent determining yardages and club selection count toward the time allotted to play their shot. On the putting green, timing will begin when the player has been allowed a reasonable amount of time to mark, lift, clean, and replace the ball. Time spent reading “Line of Putt” counts toward time allotted to play their shot. Groups are deemed to be “Out of Position” when the group is over time par and: a. They reach the tee of any par 3 or 4 and the group ahead has cleared the green. b. They reach the tee of a par 5 and the group ahead is on the green. Penalties: 1st Offense: Warning 2nd Offense: $50.00 fine 3rd Offense: $100.00 fine and player goes into the penalty phase Penalty Phase: 1st Offense: 1 stroke and $50.00 fine 2nd Offense: 2 strokes and $100.00 fine 3rd Offense: Disqualification and $200.00 fine Appeals shall be directed to the tour director whose decision will be final. At no point in the administration of this or any tour policy will a tour official tolerate vulgar or abusive language. If this occurs, players will be pulled from the tournament and suspended from the tour. If players have an appeal, direct the appeal to the tour director and not the tour officials. All play is governed by the USGA Rules of golf and its Decisions and where applicable, by the following Local Rules, Conditions and Definitions, subject to changes or amendments by the NGA/Hooters Tour Rules Committee. Appendix I, refers to the appendix of Local Rules of the USGA Rules of Golf. SECTION A – CONDITIONS OF COMPETITION. 1. GOLF BALLS: See Appendix 1. a. Only brands of golf balls listed on the most current USGA List of Conforming Balls may be used. b. The “One Ball Condition” is in effect. 2. TIME OF STARTING: See appendix 1. The note under Rule 6-3a is in effect. “Ready to Play” means players must be present on the tee with ball and club in hand. 3. PACE OF PLAY: Refer to the NGA/Hooters Tour “Pace of Play Policy”. 4. SUSPENSION OF PLAY DUE TO A DANGEROUS SITUATION: When play is suspended due to danger, all play is to be immediately discontinued and shall not resume until authorized by the committee. All practice areas are closed during this time. Breach – Refer to “Tour Conduct Policy” NOTE 1. A suspension of play due to a dangerous situation will be signaled by one (1) prolonged blast of a siren or horn. NOTE 2: For procedures related to other types of suspensions see Rule 6-8b. *Breach of Condition # 4: DISQUALIFICATION 5. PRACTICE: Practice during and between the play of holes is prohibited. See Appendix I. 6. TRANSPORTATION: All players will utilize a golf cart during competition. Only 2 carts will be allowed per pairing. Carts must stay on cart paths around all tee boxes and greens. 7. SCORING: Players within a pairing must return their scorecards, as a group without undue delay, to the designated scoring area immediately upon completion of their final hole. Breach: Disqualification under rule 6-6b. 8. RESULT OF THE COMPETITION: When all scores have been posted on the official scoreboard and approved by the NGA/Hooters Tour Rules Committee, the result of the competition is final.

White-lined areas tying into roads or paths are part of the obstruction. b. Areas enclosed within a cart path are part of the obstruction. c. Bushes or trees indicating yardages are not obstructions. 2. INTEGRAL PARTS OF THE COURSE: RULE 24 NOTE: C a. Retaining walls and pilings, when located within a Water hazard or Lateral hazard are integral parts of the course, not obstructions. b. When closely attached to trees; stakes, wrappings, wires, cables, and other objects are integral parts of the course, not obstructions. Closely attached is defined as physically touching the tree itself. 3. GROUND UNDER REPAIR: RULE 25. a. Enclosed white lines. b. Fire Ant beds or mounds located through the green and, if the ball lay in a hazard, relief as provided in decision 1-4/10. c. Seams of newly-sodded areas (when interfering with lie of ball and area of intended swing only). The player shall drop the ball as near as possible to where it originally lay. d. Closely spaced white dots on the putting green. 4. LIFTING AN EMBEDDED BALL: Appendix I, Part B, 3a., in effect. 5. WATER HAZARDS AND LATERAL WATER HAZARDS: When both stakes and lines are present, lines define the margin of the hazards. Water Hazards: Defined by YELLOW stakes/lines LAT. Water Hazards: Defined by RED stakes/lines. 6. DROP AREAS: See Appendix I. Any drop area established by the tour will be identified by a white circle containing the words “DROP AREA”. 7. OUT OF BOUNDS – Rule 27 a. Inside edges of white stakes. b. Beyond any boundary wall or fence. c. On or beyond any paved public road or parking lot even though the ball may lie on another part of the course. d. A white line when tied into any of the above. 8. TEMPORARY IMMOVABLE OBSTRUCTIONS AND POWER LINES: See Appendix I. 9. FOOTWEAR: Traditional Metal Spikes are prohibited. Opened-Toe footwear prohibited.Breach: DISQUALIFICATION. |
